Why am I unable to change plans on my development store?

I installed Custom Pricing on my development store and am having trouble changing my price plan. 

Custom Pricing is free to test on development stores, however, our team will need to enable the permission for you to change price plans. Please ask to speak to an agent using our chat widget. Our team is happy to help!
